The picture is File:Tool_<page name>_Picture.jpg, where the page name is the last part of the title (so Gereedschap/Boormachine uses File:Tool_Boormachine_Picture.jpg). If that file doesn't exist, File:Tool_<Name>_Picture.jpg is tried; this is how older pages with a differently named picture still show it. The form has no field for Name but keeps an existing value. Without a picture, an upload link is shown. The picture found is stored as ToolImage.
